Summary Bus is an important transportation mean to satisfy people’s travel demands. Imbalanced loads are significant characteristics of public bus services. Some segments of routes are more crowd than other segments in some specific time intervals. Relevant researches pointed out that short-turning service can address these imbalanced loads and reduce passengers’ average waiting time.

This study proposes a method to suggest short-turning service operation segments and time intervals by considering the differences between supplies and demands of public bus services. The data source is from the electronic payments. This study estimates the demand levels of bus routes and the corresponding short-turn operation zone. The results yielded from the proposed model provide the administration authority the suggested short-turning services, which include the names of route, operation direction and the operation time.
