| Summary | This report is a revised edition of the Taiwan Highway Capacity Manual published by the IOT in 1991, which mostly used the study results from the 1985 Highway Capacity Manual in U.S.A. Highway capacity is the basis of planning, designing, and evaluating. Also, capacity measurement is an important factor in the field of highway management and control. Because the characteristics on the traffic and facilities in Taiwan are different from those in U.S.A., the IOT has made tremendous efforts to collect data and develop methodologies for local highway capacity and level- of-service analysis since 1991. Up to now, the IOT has revised the capacity analysis of the freeway, expressway on urban, and signalized intersection in urban area. Chapters 3, 4, 5, 6, 8 & 13 have documented those revised result of previous studies since 1991. The rest of the manual remains using results from previous edition due to the lack of sufficient data. In the future, the transportation planning division will devote efforts to local capacity study and manual renewal. |
