  This study aims to develop a practical application of the previous study “Using stopping distance to estimate vehicle speed for accident arbitration.”

  To effectively solve the problem of road accident incomplete record and inconsistency, PDA data entry system integrating Global Positioning System and road traffic information system are developed to help manage data recorded by the police on the spot. In addition, tool box, including PDA, GPS, digital camera, measurement items, etc., are designed as standard equipment. The Taipei City Police Department has tested PDA data entry system to evaluate the reliability and application of the system.

  In order to build up sufficient database to run the simulation software of PC-Crash2D, information from automobile magazine and DM are collected to build a database of the domestic new cars in recent two years. A database of the stopping distance with data from OSA, NRMA, MOVIT, IOT 1995-97 & 2002, and the improved speed estimation formula are used for drag factor analysis. Stopping distance testing and measuring were performed with the support of Formosa Plastics Transport Corporation in Mailiao Industrial Park.

  The results of this study were introduced to the related organizations by a presentation conference and an e-learning website.
