Summary In order to develop a convenient and high-quality public transportation service, the Ministry of Transportation and Communications (MOTC) is implementing a policy of public transportation development with a budget of 15 billion NT dollars to improve public transportation during 2010~2012, so as to create a better operational environment for public transportation and to attract more private vehicle users, and thus reducing traffic congestion and emissions. However, to examine the cost-effectiveness of this budget, it is imperial to develop a theoretic and systematic model to help decision makers for goal achievement evaluation and feedback adjustment based on the changes in demand-side behaviors.

  Based on this, this study employs disaggregate choice theory to develop a mode choice model for travelers in various residential areas and with different trip characteristics. The model can be used to evaluate the effectiveness of the public transportation development policy and has been helpful in budgeting and allocation decisions for consequent years. Based on the systematical review of related studies of disaggregate mode choice and related action plans of the pubic transportation promotion policy, this study proposes concrete suggestions for the selection of explanatory variables, the choice of theoretical models, questionnaire design, questionnaire survey plan, and model applications. The results of this study can be used as a foundation for further implementation of the large-scale questionnaire survey and model development and applications.
