Summary | In March 2022, Taiwan officially published “Taiwan’s Pathway to Net-Zero Emissions in 2050”, which provides “12 Key Strategies” and includes “Low-carbon transportation zones” in net-zero transition initiatives. To guide local governments in developing “Low-carbon transportation zones”, the Institute of Transportation was assigned the task of studying the trial implementation and subsidy practices of “Low-carbon transportation zones” by the Ministry of Transportation and Communications (MOTC) from 2023 to 2024. This study aims to support MOTC by offering direction on the discretionary principles for subsidizing local governments to pilot “Low-carbon transportation zones”. In 2023, this study collects similar cases of “Low-carbon transportation zones” abroad, and proposes policy recommendations such as phased implementation, legislating procedures, and supporting measures for “Low-carbon transportation zones”. At present, most international cases involve restricting access to city-center areas for vehicles, using highways as boundaries. However, considering public sentiment and the differences in the traffic environments of various counties and cities in Taiwan, this study recommends that local governments create pilot project plans according to local conditions. They should implement a pilot project first to strengthen the green transportation environment in the early stages, gradually improve to form benchmark cases in the mid-term, and promote and move towards net-zero in the long term. In terms of legislating procedures, the local government can pilot “Low-carbon transportation zone” within the authorization of Local Government Act (for example: parking differential rates), or actively legislate for net-zero and include provisions related to “Low-carbon transportation zone”, such as Taipei City Net Zero Emissions Management Self-Governance Ordinance. In addition, local governments should plan relevant supporting measures, including emphasizing civic communication and publicity, and providing local residents and disadvantaged groups with flexible management or exemptions based on the degree of impact on stakeholders. Strengthening the green transportation environment to improve the quality and standards of public transportation services, establishing a humanistic transportation environment, and providing subsidies for electric vehicles will guide people to change their transportation behavior, reduce transportation greenhouse gas emissions, and achieve the goals of “Low-carbon transportation zones”. |
