  With the increase of operational costs year by year, bus companies are facing the difficulty of operation and the degradation of service quality. In order to assist them in identifying accurate costs for each individual operating route, the government has already established the “Route-based Cost Evaluation System” for motor carrier industry. Due to the application of this system, it is expected that not only the related bus companies can control their operational costs and then improve their performance, but also the competent authorities may have a more useful cost evaluation scheme for fare adjustment and setting, and reviewing subsidy applications for qualified routes. Moreover, the public transport may thus reach a better development environment by further application and promotion of this cost evaluation system.
  This study focuses on route-based cost characteristics of bus companies by comparing and analyzing the route-based cost data compiled by the system. This is an important issue to work on after the “Route-based Cost Evaluation System” has been implemented for several years. The cost data are analyzed by aggregating the annual cost data from bus companies and by grouping the data according to the same operation area characteristics. Moreover, the cost data extracted from two typical bus companies are elaborately analyzed to demonstrate the applicability of routed-based cost data. It is expected that the analysis results and processes could provide some essential operation information for the managers of bus companies and the officials of related administrative authorities.
