| Summary | Road traffic characteristic data are important basic decision-support information for transportation planning, design, and management. The main purpose of the study is to conduct a preliminary planning for an automated Taiwan area-wide long-term traffic data collection. The major tasks are: to investigate the needed traffic data items and the function requirements, to evaluate adequate traffic data collection methods, and to develop the automated traffic data collection station layout and data transmission methods. In this study, further ITS development with ATIS application is examined. It is suggested that travel speed be used as the major users’ traffic information reference on expressway system. While the measure of occupancy is suggested to determine the congestion level on signalized arterials. To save communication cost, the traffic data transmission will be performed only when a major traffic service level change is detected. The implementation based on the planning will greatly improve roadway users’ travel quality within a reasonable schedule and budget. |
