Summary According to the resolution of National Energy Meeting held in 1998, the national target of transportation sector is to reduce energy consumption and CO2 emission 3,200,000 KL and 7,400,000 Ton, respectively by 2010, and reduces 5,450,000 KL and 12,600,000 Ton, respectively by 2020. The study focuses on the potential review for energy saving and CO2 reduction of Transportation control measures and making transportation control measures plan to achieve the national target. Three scenarios were compared to analyze the effect of the measures. The other purpose of this study is to establish the quantitative methods for energy saving and CO2 reduction of transportation control measures in Taiwan.

30 control measures of transportation sector were planned in the basic scenario for the reduction of energy consumption and CO2 emission. Some goals, for implementation of these measures, were set by government and some were just set according to related planning reports, and some were assumed by the study according to their technical potential. From the results of reduction projection, if all the measures are conducted under the goals set in basic scenario by 2010 and set by 2020, the national target for energy saving and CO2 reduction of transportation sector will be achieved. Two different scenarios of control strategy were compared with the basic scenario. One is a pessimistic scenario, in which some goals in control measures were lower than them in basic scenario, and the other one is called an optimistic scenario, a combination of measures in basic scenario and two additional measures. The results of the comparison reveal that energy saving is about 59%~130% and CO2 reduction is about 56%~125% around basic scenario by 2010, energy saving is about 70%~144% and CO2 reduction is about 71%~136% around basic scenario by 2020. The conclusion appears that if we could only implement the goals of the measures set as pessimistic scenario, the national target of transportation sector will not be achieved.
