Summary | According to estimates of carbon dioxide (CO2) emissions of transportation systems made by this institute in 2010, we knew the CO2 emission ratio of urban passenger transport to intercity passenger transport was 7:3, which explains the importance of energy conservation and carbon reduction in urban areas. To enhance the urban transportation sector’s responsibility while maximizing the cooperation of the central and local governments on energy conservation and carbon reduction, it is necessary to examine the status of CO2 emissions in local (various county and city) transportation departments. Hence, this study collected methods for managing and estimating CO2 emissions used among domestic and foreign transportation departments. Based on the findings of previous studies, this study proposed a method for estimating CO2 emissions of local transportation systems. It performed an estimation of CO2 emissions of the transportation systems for various local governments in accordance with the 2010, 2011 and 2012 data. Competent transportation authorities of these local governments were invited to a meeting and a general consensus has been reached; that is, the estimation method has to meet the actual needs in order for the Ministry of Transportation and Communications and local governments to promote affairs concerning energy conservation and carbon reduction in their respective transportation departments.
The major results of this project include: 1. Performing the estimation of CO2 emissions of rail, highway, air and water transportation systems for each municipal and county (city) government in 2010, 2011 and 2012. 2. Holding a meeting with competent transportation authorities of various local governments on methods for estimating CO2 emissions of transportation systems; a consensus has been reached. 3. Proposing the “Manual on Estimating CO2 Emissions and Energy Conservation and Carbon Reduction of Transportation Systems for Local Government.” |
