Summary Telecommunication companies can provide diverse services to satisfy their customers’ special requirements. In this study we proposed a method of taking the integrated services of telecommunication and system operation on lease for the development of Bus Location Information System (BLIS) in cities.


According to the integrated services on lease, city governments will offer a service contract including setting up and maintaining the operation of BLIS. According to the lease, besides providing telecommunication service, service providers are also responsible for providing necessary on-board/on-site communication equipment and their full function while the systems are in operation. Each lease lasts for three years in general. In other words, instead of the government, contractors will own most of the equipment of BLIS. The BLIS’s communication protocol and the design of the bus stop controller is defined by governments and opened to all bidders for free.

The advantages of the above-mentioned method include:

(1)The government can attain the best cost efficiency and reduce the risk while systems are being built up.

(2)Since both telecommunication service and most communication equipment are provided by service provider, and only key elements of BLIS are determined and opened to the public by governments, the above-mentioned method model keeps the flexibility of changing technologies to state-of-the-art.

(3)The competition in bidding process can ensure the quality of service for both the public and the government.
