Summary | The “Rural Route Subsidy Policy” has usually been evaluated by an efficiency viewpoint in past research. However, evaluating it from the viewpoint of rural area residents' equity is more important than efficiency. Therefore, it may be necessary for policy decision makers to change their evaluation viewpoint and see if any different results can be found.
This research adopted “Population Density” and “Income” factors to cluster the rural routes and evaluate the value of equity, which have also been common factors used in previous studies. Applying these two cluster factors, the study can classify all rural bus routes in Taiwan into three categories. The proportion of routes with the lower “Population Density and Income” factors is about 75.4%; the higher level route proportion is only 6.7%. This is the equity of rural route distribution in the “Rural Route Subsidy Policy” in Taiwan. Instead, 84% of higher level routes are centralized in the Midland and Southern part of Taiwan. The result shows that there is not equity in the Subsidy Budget Distribution in Taiwan. |
