Summary | A taxi driver is a professional and respected occupation in foreign countries. However, due to the ease of obtaining a license in the taxi industry, entering and withdrawing from this market becomes very easy in Taiwan. Before obtaining a registration certificate to work in this occupation, taxi drivers only get an eight-hour training lecture. The training content is limited and is of little benefit to the taxi drivers. Therefore, they don’t have enough professional knowledge or common law knowledge. As a result they don’t fully understand the characteristics and perspectives of this industry, which would lead to instability in this market. This research is a two-year project. The main goals are to provide taxi drivers with before-job and on-job training systems to promote professional ability and knowledge, and to encourage positive development in the taxi industry in order to avoid unstable circumstances in the broader market. Once taxi drivers enter this industry, they will have to regularly take on-job training, and learn and understand the relevant laws and changes in the traffic environment to avoid them. The training can strengthen the professional knowledge and enhance driving safety at the same time. In the first year, this study referred to foreign countries’ management experiences in order to introduce new thoughts, concepts and a new system. Based on questionnaires, an analysis of drivers and managers to come up with feasible training mechanisms was carried out. Moreover, the study has drawn up the follow-up action plans and revised relevant regulations. In addition, the study developed a web-based training system to provide taxi drivers with a lifetime learning mode or support e-learning for taxi driver training school. In the second year, the study had compiled the contents of training courses and enhanced several functions on web-based training system. In order to evaluate the effects of the taxi drivers training mechanisms, the study had handled a trial training program. Moreover, the achievement of this trial training program concluded explicitly suggestions to revise “Management Regulation on Registration of Certified Taxi Driver”. Finally, the study proposed the future action plan including manpower, material and financial resources. The proposed plans could be a basis for implementing before-job and on-job training plans. |
