Summary	Based on key performance indicators and evaluation processes of the government science and technology programs of the National Science Council, this study focused firstly on collecting key performance indicators of other government institutions with science and technology budgets, and secondly, on analyzing administrative functional demands of the science and technology programs of our institution; then the major research subjects and development roadmap at the present stage of the Ministry of Transportation and Communications, as well as integrated work procedures, were proposed. Following that, this study confirmed the relation between programs of science and technology programs and main performance indicators, and compiled the fault patterns of key performance indicators of master programs of our institute over nearly 3 years (2007-2009). Last, but not least, the key performance indicators of government science and technology programs of our institute were proposed, along with the related information of the indicator collection and feedback mechanism as references for future research of science and technology.
