Summary | Published in July 2004 IOT SERIAL No. 93-91-5253, 156pp. In the past, the related data of highway construction and maintenance cost were recorded individually in project base by different administration agencies in Taiwan, and were not linked to route and network base. Therefore, it is difficult to evaluate the performance of the government’s investment on highway construction and maintenance objectively. To integrate the separated but related roadway data by means of information technology, the Institute of Transportation has been collecting roadway index data and developing the GIS-based “Highway Performance Evaluation System” since 2001. Using the above evaluation system, the government highway administration agencies could manage and distinguish the abnormal roadway condition according to the geographic correlations. To observe the historical variation of the highway performance, system development and database establishment were progressed with sustainable concept in this study. Meanwhile, the upload mechanism of highway investment-cost data was developed to reduce the procedure of data establishment. The major content of this research includes: (1) Discussing the situation of government investment on highway from legislative and practical aspects. (2) Analyzing the highway investment cost. (3) Selecting the highway performance factors. (4) Drafting the data uploading mechanism. (5) Discussing the heterogeneous database integration technique based on traffic digital road atlas. (6) Doing the case study via the “Highway Performance Evaluation System”. |
