Summary The Institute of Transportation (IOT) initiated a conference on Cost Estimation of Traffic Accidents and Violations, which was held on January 18, 2000.  A total of 25 papers were presented at the conference.  The topics contained in the conference included: a definition of social costs
the police process in handling an accident or a traffic violation
determination of cost items
costs of traffic impact, fatalities, injuries, property damage, police administration, and traffic violations
driver education and enforcement.  After the conference, the IOT conducted a questionnaire survey to evaluate the current status of research on these topics. The survey results show that all of these topics need to be studied further to obtain objective and acceptable values for traffic violation and accident costs and to improve driving behavior through the means of education and enforcement. This report summarizes the main findings of the papers presented at the conference and proposes specific suggestions for further research.
