Privatization policy has not only encouraged private investments but also enhanced government efficiency in public works. That really helps in relieving financial pressure facing the government currently. The first national freeway in Taiwan was open to traffic in October 1978. Since then it has been playing an important role in the west transportation corridor of Taiwan and has become the most important part of the road network in this country. This report proposes the possible privatization alternatives for Taiwan’s national freeways by consulting the applying policies on freeways in other countries. Considering the current and the possible future operating environment, this study has also provided many useful scenario analyses and suggestions. It is expected that the findings in this study will provide valuable information for our government’s decision-making in the process of national freeway operation privatization. Nevertheless, pursuing the best service quality on national freeways will always be the government’s objectives. |
