Summary i3 Travel, an innovative concept of Intelligent Transportation Systems (ITS) that provide intelligent information and services, has enhanced tourism and enjoyment of life in recent years. Previous studies of this Institute have established traffic management and information service demonstration systems for Sun Moon Lake National Scenic Area to provide every agency with information exchange and coordination and management mechanisms through collection of real-time traffic information, analysis of dynamic route guidance system, and information dissemination using CMS among various traffic control centers. This study continues to address the above traffic management requirements and introduces the mobile computing concept into the traffic management model to facilitate timely response to and handling of events involving traffic management. The outcomes of this research can provide scenic area administrations with smooth traffic operation and promote the efficiency of transportation system to reach the objective of green transport by reducing fuel consumption and air pollution.

  Recently, cloud computing and cooperative ITS, such as V2V and V2I, have been introduced into the ITS to provide new directions and approaches in pursuing the vision of traffic safety, transport efficiency, and environmental sustainability. Therefore, this research reviews the latest international development of these technologies to explore the means to adopt them into Taiwan’s future ITS development and deployment in terms of the following aspects: (1) the formulation of communication technology and interface standards, (2) the scenarios of traffic safety and operation, (3) the standardization in traffic signal priority and regional special vehicles monitoring, and (4) business models. For cross-agency information dissemination using CMS, regional multi-agency operating mechanisms for scenic areas are also proposed in this research.
