Summary Highway vehicle travel time survey and travel speed are important indicators to reflect the traffic condition. For transportation plan and traffic engineering professionals evaluate the level of road service for road planning, it would be realized the highway network bottlenecks provide the decision maker to formulate strategies to improve traffic congestion. The survey result is the basic and important information for highway software system.

  This project employed the technology of probe car with surveying equipments of global positioning system (GPS) for manually recording travel time and travel speed data of all national highways (freeways), provincial highways (expressways included), county highways, and also the connectors of freeway/expressway interchanges which were completed before 2012. The survey rounds were four for each highway (two-way included), and the survey time period was classified into three types based on traffic and highway characteristics of each highway as the following: The weekday peak-hour period of metropolitan area. The weekday off-peak period of suburban area. The holiday period of the scenic spot highway and the intercity long-distance highway. In addition to the results of travel speed statistical analysis, the survey results were displayed with GIS technology. The result of this year shows the LOS is better than 2011.

  The survey results were transformed into a GIS database, which could be used to perform the analysis of equal travel time contours, speed classification, shortest path, and travel time between any two nodes. Also, the database was used to update the link database of the Traffic Road Network Digital Atlas. Meanwhile survey results will be compared with the previous survey result, in order to understand the change of the investigation section of the case the past three years, as the reference for Rail road and highway plan and policy.
