Summary The standard and service quality of a country’s highway construction is an indication of that country’s stage of economic development. The safe, convenient, and comfortable use of highways is one of the most basic demands of drivers. When a new highway is completed, to ensure the quality of road services, the highway maintenance agency has to continually invest manpower, time, and funds in conducting inspections and various maintenance management operations every year. However, while the total length of Taiwan’s highway has been increasing year by year, the manpower and funds for highway maintenance have been reduced. With dramatic climate change and the frequency of natural disasters, various highway inspection operations are needed, which not only imposes a heavier burden on grass root level maintenance and inspection personnel, but also affects the efficiency of highway inspections.

  In recent years, instruments, equipment and technologies that can be applied to highway inspection operations have been innovated, from global positioning system (GPS), voice recognition system, mobile internet device and interactive touch display to tablet PC, driving recorder, smartphone and 3D laser photo machine. To enhance the efficiency of highway inspections, various instruments, equipment and technologies were evaluated in this study to see the feasibility of applying them to highway inspections. Based on this evaluation, auxiliary equipment to be used for highway inspections, which is economical, user-friendly, convenient, flexible and multifunctional, will be developed, so as to assist various highway management agencies in improving quality and efficiency of highway inspection operations.
