Summary Cold chain logistics are undergoing sustained and rapid development around the world. The amount and flow of lowtemperature goods are increasing year over year in the R.O.C. In October 2012, the Executive Yuan promulgated cold chain logistics as a key industry for the globalization of the services industry. To help Taiwanese enterprises negotiate business opportunities, the Ministry of Economic Affairs (MOEA) commissioned the Industrial Technology Research Institute to form the Cross-Strait Cold Chain Alliance on November 4, 2011.

  The Industrial Technology Research Institute estimated in 2012 that the domestic cold chain logistics market was worth NT$50,000,000,000 a year and that cold chain logistics services will reach NT$88,200,000,000 in 2020. These values are estimates, not official practical statistics for research reference. This study attempts to find a way to obtain lowtemperature goods statistics and to understand whether Taiwan possesses enough freezer warehouses in order to provide policy references.

  According to our study, freezer warehouses are distributed across different authorities. The Ministry of Transportation is in charge of warehouses in seaports, airports, and free-trade zones. Therefore, we studied the international trade value and amount of low-temperature goods. We found that no easy way exists to separate low-temperature goods from general goods and suggest that the authorities continue to track the usage of freezer warehouses to understand the supply and demand situation of the facilities.

  In addition, we found that the statistical databases of the Ministry of Finance currently do not provide customs region and transportation equipment fields. We recommend that a central repository for customs port trade window be established and open for negotiation and coordination for use by the MOTC, the Maritime and Port Bureau, and Taiwan International Ports Corporation. This would provide an understanding of the competitive advantages in the existing export industries (products) of each port, facilitating the formulation of policy and the development and investment strategies of each port.
