Summary | Because highway capacity analysis is very important for highway system planning, designing, performance evaluation, management and control, the IOT has published two versions of the Highway Capacity Manual in 1991 and 2001 to assist relative traffic agencies in highway capacity analysis. Because the characteristics of the traffic and facilities in Taiwan are unique to others, the IOT has made tremendous efforts to collect data and develop methodologies for local highway capacity and the level- of-service analysis continuously. In the past ten years, the IOT has revised the capacity analysis of Chapter 11: suburban highway, Chapter 13: signalized intersection, Chapter 16: urban arterial, Chapter 17: bus lanes, and Chapter 18: motorcycle lanes. During the same period, the IOT also revised the Highway Traffic System Simulation (HTSS) Model and Toll Plaza Simulation (TPS) Model. In order to provide the above-mentioned revised data as soon as possible, the IOT is publishing the revised edition of the 2001 Taiwan Highway Capacity Manual, and the 3rd version of the HTSS model and the 2nd version of the TPS model are appended to this manual. In the future, the transportation planning division will devote efforts to local capacity study and manual renewal. |
