Summary | This program will perform an evaluation and feasibility study of the adoption of the RFID technology towards the air freight movement. The principle is to follow the international trend, by coping with the structure of WCO and UN/CEFACT on trade facilitation and the “Single Window” concept. The program has a wide range of areas to cover in the scope, which include international regulations and trends, process and practice of local airfreight operation, and also a system to be developed for demonstrating the study result. By following the progress of international airfreight transportation and global custom organization on security and the efficiency of cargo movement, this program should gather and study the documents and information from the WCO and UN/CEFACT regarding the trade facilitation and “Single Window”. It should refer to the documents related to the IATA on airfreight operation procedure and associated forms as the baseline, followed by a gap analysis comparing the current operation procedure and practice in Taiwan. The initial focus of this program is the export of the general air cargo by implementing the RFID facility at the points starting from the consigner ship-out point, to the air cargo terminal receiving bay point, then to the palletizing zone, and finally, the plane side. The system should carry out the performance testing and business scenario testing on all the process points defined above and to carry out the analyses based on the final test results. The scope of this program is as follows: Extensively collect and analyze domestic and international airfreight transport, customs clearance and RFID relevant documents. Probe into the technology feasibility and practice by coping with the WCO UCR concept and RFID, both software and hardware. Compare and analyze the operation procedure of airfreight in Taiwan with IATA’s practice and recommended resolutions. By applying and integrating the RFID technology with UCR concept, a demonstration system should be built for performing the business scenario test at each controlled point, followed by an analysis report based on the test results. Based on the study of this program, to issue a road map recommendation for the following years, with the introduction of RFID in the air freight industry complying with the “Single Window” concept. This program aims to provide the study results to the nation in building a friendlier trading environment as a reference, dedicated in the areas of trade facilitation and “Single Window”, with the feasibility study of adopting RFID technology in this program. |
