Summary | Since the first National Freeway opened for operation in 1978, the government has been devoted to constructions and improvements of our national transportation environment. In addition to the freeway network and conventional railway network, the latest high-speed rail development has achieved a high quality and rapid transportation network in the western corridor. In celebration of the 100th anniversary, how to interpret experiences and lessons in the past and propose visionary transportation policies in order to face the challenges of development in next hundred years is the main purpose of this research.
Because the research scope covers the whole national level, it, therefore, has defined major projects as those across regions and that provide intercity transportation services. Three aspects of analysis have been designed and conducted in this research. First, the macroeconomic model is applied to analyze the economic output and productivity of these major transportation projects. Then, a “before and after assessment” is conducted to analyze the direct and social benefits of these major investments. Finally, microscopic and spatial models have been applied to quantitatively evaluate the influences of major projects with the aspects of multi-dimensions on time and space as well as on population and economic activity. Finally, based on the analysis conducted in this research and guidance derived from national policies, including “the Golden Ten Year National Vision”, “the National Spatial Development Policy” and “Taiwan Comprehensive Transportation Development Plan” , this research propose a set of visionary transportation policies and recommendations for the sustainability objectives. |
