Summary The first private port, Mai-Liao Industrial Exclusive Port, has begun to run from mid-1997. In the future, Ho-Ping, Guang-In and Chi-Gu Industrial Exclusive Ports are scheduled to be built. Besides, both Taipei and An-Ping ports were approved by the Executive Yuan to be the auxiliary port of Kaohsiung and Keelung port, respectively. Hence, there are now many ports participating in the loading and unloading business in Taiwan. It is noticeable that the first phase of Mai-Liao Industrial Exclusive Port is able to accommodate an annual throughput up to 60 million tons, which is much more than twice of Taichung port’s throughput. After finishing the second phase project, its throughput will be equivalent to that of Kaohsiung port’s. The water depth of the said harbor reaches 24m
tankers of 200,000 DWT may come to berth.

The building-related jobs of Taiwanese ports, including planning, design, construction, operation and management, etc., are always handled by the government, according to the Merchant Ports Law. Accompanied by the economy growth, Kaohsiung port has been the third major port in the world. Anyway, it doesn't mean that everything is O.K. Some problems happened in the port development course, such as low port effectiveness, the indistinct relationship between stevedores and port authorities, high port charge, etc. The above problems block the advancement of the project for Taiwan to be the Asia-Pacific Marine Center.

Nowadays there are various problems concerning port policy. The government is facing the changes of port planning and operation. The private sector is capable of dealing with most port building affairs. This study discusses some issues about port policy and provides solution.
