Title Development and Applications in Intercity Transportation Energy Conservation and Carbon Reduction Evaluation Module

Summary In response to the Greenhouse Gas Reduction and Management Act and Paris Agreement, the institute launched a series of research for policy assessment model set and decision support system, in order to assist the Ministry of Transportation and Communications implementing the Energy Conservation and Carbon Reduction Policy for the Transport Sector. The previous "Integrated Information Platform for Energy Consumption and Greenhouse Gas Emissions in the Transport Sector of Taiwan” project analyzed the national and overall level strategy.
The modified evaluation model of the study incorporating the transportation demand model aims to strengthen the function of assessing traffic strategies. The evaluated benefits cover the use of private transport management, promotion of energy-efficient vehicles, promotion of public transport, and other strategies, and evaluate the energy conservation and carbon reduction benefit subdivided into "modal" and "regional" dimensions. Meanwhile, this project also continues to maintain the Integrated Information Platform for Energy Consumption and Greenhouse Gas Emissions in the Transport Sector of Taiwan” project and the "Green Transportation" website of the Institute of Transportation, and establishes energy conservation and carbon reduction calculation tools to support organizations affiliated to the Ministry to calculate future goals of projects.
The modified model was applied to assess two intercity cases for “Public Transport Development in 2009-2014” and “Impact of Highway Toll Rate Change”, and three intercity cases which can be promoted in the near future for “Rail Service and Performance Improvement”, “Improvements in Public Transport Development” and “Vehicle Fuel Efficiency”. The results demonstrate that the “Vehicle Fuel Efficiency” and “Improvements in Public Transport Development” case will significantly reduce carbon emissions. If the two cases are promoted at the same time, energy conservation and carbon reduction will be about 1,945,000 KLOE and 5,104 kiloton, and the reduction effect will be about 12%.
