Title Planning of Development Strategy of the Major Ports in Taiwan after the Cross Strait Direct Shipping

Summary The opening of the direct shipping is an important breakthrough on the Cross Strait relationship. In order to secure the opportunity derived from the direct shipping and promote the regional competiveness of the local ports in the Asia Pacific Area, this study investigates the variation and influences on the port, manufacture and shipping industries and proposes the development strategy and niche of the major ports in Taiwan. The analysis result reveals that the influence on the industrial structure is minor, the import and export containers from mainland China grow significantly and slightly respectively. The transshipment containers from mainland China does grows in the past year, but the expatriate shipping companies could only enjoy limited benefit from direct shipping due to the restriction imposed by the government regulations.

  The competition of the transshipment containers will be the hot issue in the following years due to the shipping convenience and expansion of port capacities on both sides of the Strait. The Taiwanese ports should utilize the opportunity incurred by the direct shipping to promote the container business in three steps, the first step is to secure the existing import/export and transshipment volume
the second step is to create the volume by logistics operation and the third step is to increase the value-added volume on the basis of logistics operation. Through the sequential development, the container volumes and added value of the commodities will be escalated.

  Currently, Taiwanese ports still have the superiority over the mainland China ports on the service level and geographical location. The direct shipping will give Taiwan the opportunity to develop logistics service between the Strait. The Free Trade Ports in Taiwan will serve as the logistics hub for mainland China. It is suggested that the custom procedures should be simplified and the common logistic centers should be built by the public sectors to escalate the development of the related industries.

  This study has collected and established the data bank of the direct shipping ports of Mainland China. These data could be used as references in the business promotion for the port authority and related government agencies.
