Summary	This research includes two subjects: one is reviewing every provincial and county highway route and re-planning their system and ranking the other is adjusting the serial number assigning of highways according to the provincial and county highway system after reviewing. The former can make current intertwined provincial and county highways, new developed routes which are not subsumed the highway system yet and planned routes a systematic arrangement according to the administration management system and demanded capability in order to establish perpetual network frame structure. The latter can add serial numbers to new established network entirely according to the essentials of highway serial number assigning which are published by the Ministry of Transportation and Communications in order to reach the goal of easy management for a highway administrator and convenient use for users.
