Summary | This study used surveys of eastern parkway resources and conditions to classify the impact of road construction on recreational cycling and the landscape. Improvement measures were provided and pilot areas were selected to assess the improvement measures, which involved the integration of planning procedures, principles, and maintenance and management mechanisms into the Highway Landscape Planning Manual proposed by the Institute of Transportation, MOTC, in 2006. In addition, the study drafted a mechanism to encourage the private sector and local governments to participate in road landscape construction. This mechanism is provided for the reference of the highway authorities, civil associations, and local governments. |
