Summary | Together with the development in economy and transportation in Taiwan, Taiwan Railway once had glorious days. However, Taiwan Railway has been coming to be at a disadvantage and making a loss yearly after the rises of new types of transportation means such as cars and airway’ prevalence, the establishment of highway system, etc. An investigation on Taiwan Railway’s deficit shows that the very cause is its annual huge payment to retirement and relief pension. According to this study, the solutions are to incorporate Taiwan Railway’s retirement and relief pension system into that of government obtained employee, and to establish a new retirement and relief fund based upon the former qualifications and duration of service pension system. The new retirement and relief pension fund is a kind of variable capital fund in nature, and the sources of fund come directly from the revenues by dealing with Taiwan Railway’s non-productive land. According to our computation, the required budget of former pension system is less than 54 billions, and the revenues from dealing with Taiwan Railway’s non-productive land are about 54.3 billions. Obviously revenues of the new fund can cover the cost of trotter pension system, yet the fluctuation of real estates market might have a strong influence over the revenues from dealing with land. Therefore, perhaps a better way is to subsidize the expenses of retirement and relief pension in advance by the central government in the early periods, so the new fund can take enough time to make a profit on dealing with land and make available to return the subsidy to the central government if possible. |
