Summary | This project is an examination of cargo forecasts, engineering technology , analysis of economic appraisal in cost-benefit and financial assessment for the Keelung new port. The conclusion is shown as follows. (1)According to the result for cargo forecasts and competition analysis, the cargo of the Keelung new port will be lower than that of the other projects in northern Taiwan. In the previous projects, the assumption that cargo was totally taken by Keelung port is incorrect. Hence, the requirement and scale for investment of new port development is dim. (2)Engineering technology is not a major controlling factor in the new port development plan although the new port does require very advanced engineering technology, These technical problems can be overcome, get the high cost of construction will relatively reduce the benefit of investment. (3)The result of economic appraisal in cost-benefit analysis is vital to the Keelung new port investment decision. Among all the north port construction proposals, Keelung new port project is less feasible because it is not as competitive as its rivals. (4)Financial assessment indicates that despite its being a non-profit construction, the investment plan still will not work. (5)To sum up, Keelung new port project is low port-cargo demand with high engineering technical difficulty and low willingness of private participation. Both economic and financial appraisal to the project have shown the investments feasibility is very low. |
