Summary | Although the highly regarded WATs began operation three years ago, it has neither been able to increase the number of WATs nor helped the problem of the physically or mentally disabled being unable to find transportation services. The Ministry of Transportation and Communications (MOTC) has released a statement asking the Institute of Transportation to draft plans regarding the promotion of WATs objectives, requirements, division of labor, and strategies in the future. The implementation process shall invite civil society to participate so as to take appropriate actions. Research currently shows that the following three types of wheelchair-accessible transportation services are available on the transportation market: Rehab buses; large, WAT-type taxis; and leased general-purpose vehicles. If these three services promote only themselves, do not cooperate, and are in a state of competition, it will result in a waste of societal resources. This would be detrimental to the development of wheelchair accessible transportation services. Therefore, when promoting the development of wheelchair accessible transportation services, it should begin from an overall, comprehensive plan. |
