Summary | Published in March 2003 IOT SERIAL No. 92-28-4167,104 pp. In terms of cross-strait transportation management, the government plans to deregulate step-by-step following the "cargo first passengers second and sea first air second" principle. The cross-strait air transportation management is a high political sensitive issue. It cannot be treated as a simple technical problem. Before both sides governments can sign an official bilateral air transportation agreement, the business can only be operated through the mechanism of private cooperation. At the current stage, under the guidelines made by the “Global Logistics Development Plan” and the development of commercial business, cross-strait air cargo traffic is getting more important. This study analyzes the market environment of air cargo industry for both sides. Besides, the air cargo development policies are also explored. It is hoped that the suggestions for polices about cross-strait air cargo operation could be helpful for the development of aviation business. |
