Summary At the 1992 Earth Summit in Rio, the international community adopted Agenda 21, an unprecedented global plan of action for sustainable development. Since then, most countries at the meeting adopted the concept of sustainability in their development policies, including those in the transportation sector. Sustainable development pursues a balance between economic efficiency, environmental protection, and social equity. Therefore, a long-term sustainable transportation plan should focus not only on the economic aspects of projects in a traditional way, but also on the mitigation of environmental and social impacts. A planning tool is needed for estimating various measures of effectiveness (MOEs) in terms economic, environmental and social impacts resulting from major transportation development policies and projects. The planning tool is helpful for decision-makers to ensure that transportation policies are consistent with the goal of sustainability. A 4-year study was launched for establishing the planning tool to support decision-making on sustainability. Major tasks completed in the first year include: (1) literature review
(2) analyses of existing socio-economic and transportation conditions
and (3) establishing overall framework and methodology for sustainability analyses. This report describes the tasks completed in the second year of the study. Major tasks include:

conduct revealed preference and stated preference surveys and analyze characteristics of intercity travel demands

establish database on socio-economic characteristics, transportation infrastructure, intercity travel characteristics, air pollution and energy consumption

propose methodology, model framework and evaluation criteria for analyzing alternative transportation policies to meet the goal of sustainability
l establish socio-economic forecasting model

build intercity road network and establish guidelines for building pubic transportation network
and
compare existing T-GIS transportation planning software on compatibility, user-friendliness, graphic quality, macro functions, module functions, etc
and make recommendation to select an appropriate tool for future sustainability analyses. This report recommends CUBE, developed by Citilabs as the platform for model formulation.
  The tasks in the third year are going to process the socio-economic forecast, establish the database management module, complete the public transportation network, and calibrate the intercity transportation model. In the fourth year, major tasks will include transportation forecasts, policy scenario analyses and sensitivity analyses.
