Summary This study discusses various issues regarding public transit as an attempt to improve safety, reduce accident occurrence rate, and limit accident impact. Based on the bus daily operation, this study classifies those related issues into three categories, which are pre-trip inspections, en-route management, and accident response.

  For pre-trip inspection, this study focuses on driver competence examination and vehicle routine maintenance. For en-route management, this study suggests the priority for some selected in-vehicle devices based on technical feasibility and their contributions to reduce of accident rate. In addition, an integrated prototype device is designed and implemented. This study also develops an integrated public transit safety management system for vehicle monitoring, fleet management, maintenance scheduling, and incident management. As for incident response, this study designs a standard operating procedure in reaction to incidents.

 The integrated hardware is installed on an operating bus to accommodate the system and evaluate the system performance. Results show that the integrated hardware is effective on improving the safety of bus operation.
