Summary Taiwan has developed and promoted the Advanced Public Transportation Systems (APTS) for over two decades. Subsequently, more than a dozen cities and counties in Taiwan have sequentially established real-time bus information systems, which facilitated the accumulation of APTS databases. Currently, various Taiwanese authorities have begun to utilize APTS databases to enhance the quality of the bus service evaluations and subsidized bus route examinations. However, most of them only focus on routine supervision and management, and lack the utilization of these databases to improve the quality of bus services and operation planning. The main purpose of this study is to use current APTS databases established by the Directorate General of Highways, MOTC, as well as city and county governments, and other useful databases (i.e., GIS and population distribution data), to develop an APTS application system with an integrated database to increase the value of applying APTS data.

This project is the first phase of a two-year plan. In the first phase, an APTS application system with an integrated database was developed. Based on several evaluation indicators for seamless public transportation services, this system facilitated competent authorities to realize the allocation of public transportation services in various administrative districts and examine application cases involving bus operation plans (i.e., the application of new routes, route adjustment, and timetable adjustment). Moreover, the proposed system will undoubtedly enhance the evaluation capabilities of relevant competent authorities, assist them in making decisions on the planning of overall public transportation services, and broaden the application of the APTS in Taiwan.
