Summary Under the joint efforts of public sectors, academia, industrial sectors and system technology providers, Taiwan has made a good progress in applying ITS technologies to commercial vehicle operation (CVO). On the basis of partnership developing between public and private sectors, it is expected to significantly improve the efficiency of transportation operations and management.
  This research is a part of a two-year study plan following the suggestions made by the "Commercial Vehicle Subsystem Development Plan". The study is to understand the application conditions and development trend of commercial vehicle on-board units in other leading countries. The study also investigates the current usage and application demands of domestic cargo shipping industry, and the current development conditions of various on-board units provided by domestic manufacturers/agencies. Considering the overall domestic development needs for CVO technologies, the study develops an integration development plan. The study also proposes a prototype model equipment and its functional standards. The study findings provide a clear direction for making sure that the CVO development is successful in Taiwan.
  In the first-year study, based on the reviewing and surveying results of the CVO OBU’s technologies and demands, a ‘platform’ structure which includes both hardware and software was proposed. In the second-year period, this research has achieved the reviewing and surveying of the CVO OBU’s technologies and demands, proposing CVO OBU’s platform structure, developing prototype of CVO OBU’s platform to integrate different modules such as tachograph, navigation, fleet position, and cargo monitoring. The research also defines the communicating format and interface specification for the platform and suggests the policy package.
