Summary | The digitalization of maritime transport has been a long-term discussion topic within the shipping industry. However, the domain of digital development in the shipping industry is comparatively slow compared to other industries. There is a compelling need to undertake an in-depth research of pertinent strategies in this regard. This study aims to outline the digital development direction of the shipping industry in Taiwan and formulate relevant promotion strategies by planning a digital development promotion blueprint. To accomplish this objective, this study first involves an extensive review of relevant literature on the digitalization of the shipping industry, as well as applies content analysis to summarize what Taiwan can learn from, including digital and green twin transformation, port community system, introduction of digital tools, and network information security, port safety management, and data sharing and resource sharing. Then, this study analyzes and investigates the current state of maritime digitalization of the domestic shipping industry, and conduct in-depth interviews with 32 organizations in 10 categories to summarize the digitalization needs, bottlenecks and suggestions for the government from stakeholders. There are high expectations for paperless operations, shortening the digital gap in the industry, connecting cross-industry information, and unifying data exchange formats. This study also collects the content and architecture of current Taiwan’s official shipping information systems, and analyzes how the systems should serve from different perspectives to make it easier for stakeholders to retrieve data automatically. Finally, based on the data and analysis results collected at each stage mentioned above, there is a prototype digital development blueprint, including short, medium and long-term promotion strategies for the public and private sectors. The digital development of the shipping industry requires the joint efforts of the public and private sectors to create key momentum to drive the digital transformation of the industry. Among them, the public sector can cover important information processing processes in the operation chain, and can sustainably promote. The sharing of key operational information of industries can further improve operational efficiency through system interfaces. It can also continue to promote the paperless operation data and information exchange platform between industries by convening stakeholders to build consensus and explore feasible solutions.Digital transformation in the private sector relies on the establishment of common standards or formats for data exchange to establish a good foundation for digital transformation. |
