Summary The transportation system includes several subsystems such as highways, railroads, harbors and aviation, etc. This project discusses current problems of domestic transportation system development in Taiwan, and analyzes the vision of the transportation system through multiple perspectives and dimensions. There is not only competition among the subsystems, but also complements. To avoid duplicated investment, a review should be applied to individual plans and plans of each subsystem under difficult public finance. Sequentially, a comprehensive evaluation model should be built to support a Medium-to-Long-Term Transportation Development Program, thus the vision of the transportation system will be clarified and the efficiency of resource distribution will be improved.

  The purposes of this project are: i) To study the design of an integrated database which supports the evaluation of comprehensive transportation development of the Ministry of Transportation and Communications, ii) To develop a transportation master plan and to promote relevant sessions under the orientation of the National Development Plan and relevant policies, and iii) To establish a decision support system of the Medium-to-Long-Term Transportation Development Program.

  This is the first year of a three-year project. The scope of work for the first year includes: i) Developing a framework for an integrated database of transportation projects, ii) Exploring decision-making mechanisms for budget allocation for medium-to-long term transportation development projects, iii) Establishing a preliminary framework for the decision support system, iv) Building a preliminary demonstration system for the transportation master plan.
