Summary Regarding shipping systems, Taiwan’s authorities primarily focus on national fleet policy and the unified tonnage tax regime, but seldom analyze the overall shipping transportation system. Therefore, this study discusses the overview of Taiwan's maritime system and management of the shipping industry to find out the business obstacles faced by Taiwan's shipping industry. Through systematic qualitative and quantitative analysis as well as comparing the shipping management systems and industry development policies in major shipping countries trends in the global shipping industry are analyzed. Finally, suggestions are presented for the improvement of the shipping industry management system, sound shipping law and industry development policy.

The results show that, providing competent crews is an important issue for the shipping administration authorities. For non-crew capacity building, the authority should commit to solve the problem of talent mismatch and enhance their international competitiveness to meet the demands of the shipping industry. For the deregulation part, we propose that a review of the current tonnage tax regime is recommended. In order to raise the volume of shipping freight, cultivating the traditional companies to become global shipping logistics company would be a further solution. In addition, we should enhance the contribution of the cruise industry for Taiwan's economy by building a comprehensive information resource platform and establish smooth processes and systems for cruise ship materials supply. In the long term, the development of Taiwan's shipping industry should focus on creating shipping industry clusters such as the development of ship management, ship finance, ship brokers, ship repair and maritime legal services.
