Summary In recent years, the population and the number of vehicles have been increasing significantly due to the rapid economic growth in Taiwan. The amount of highway area has also increased materially. Consequently, highway maintenance costs have been increasing accordingly. To cover the highway maintenance expenses, the government began to collect fuel tax from the road users. However, based on current collection method, the tax rate of every vehicle type is determined and charged by presuming its respective average fuel consumption in the beginning of every year. Therefore, the fairness of the current fuel tax collection method has been criticized for a long time.  To overcome this problem, since 1995 the Ministry of Transportation and Communications has proposed an alternative collection method which is to collect the fuel tax from road users when they pump gasoline. However, a number of issues must be clarified before adopting this proposed method. The associated issues include worsening the problem of tax evasion and illegal gas stations, the impact on taxi cab’s operation costs and economy, etc. This study aims to clarify these issues and further proposes the associated operational scheme and countermeasures.
