Summary In this study, we surveyed and analyzed the experiences enforcing the Traffic Impact Assessment (TIA) of other countries and, at the same time, introduced the relevant experiences in our country. Secondly, we, from a technical aspect, assessed the obstacles and deficiencies in the enforcement of the TIA in our country, and then proposed suggestions focusing on the basic factors in traffic impact assessment process. Thirdly, we investigated and discussed comprehensively the 17 relative laws and specifications of review. Finally, we referred to the specifications of review of other countries and relative studies in our country, then proposed a sketch content of the TIA and a list of reviews in order to be referred to by government agents and developers.

Throughout this study, we found that although the system and concept of the TIA in our country is not quite perfect, a basic framework has been formed. However, some systems and laws still have to be established as soon as possible. In addition, based on equity principle, we suggested that it is necessary to levy the traffic impact fee as one of the ways to control traffic impact. Besides, because the traffic impact assessing process involves lots of professional technics, we recommended that the TIA projects should be handled or reviewed by traffic engineers in order to enhance the quality of these projects.
