Summary If Light Rail Transit (LRT) and Bus Rapid Transit (BRT) both are designed in type-C Rights of Way (ROW), these two new transportation systems would arise many conflicts with pedestrians and vehicles in traffic and cause the problems of road engineering, traffic engineering, traffic education, and traffic enforcement. For solving the problems, this study focuses on the definitions, the development status, the related laws, and the system characteristics of LRT/BRT by reviewing the references from America, Germany, and Japan. The goal of this study is to develop a traffic management system of LRT/BRT to make the operation safer and more efficient in urban areas of our country. According to the developed rules of LRT/BRT management system, the case analysis and questionnaire survey are conducted for examining the possible traffic problems of the BRT in Chiayi and the LRT in Kaohsiung. Finally, this study provides the strategies of developing a traffic management system of LRT/BRT and four technical reference appendices which include the chapters of road engineering, traffic engineering, traffic safety regulation, and traffic education and traffic enforcement, with the purpose of making LRT/BRT operation safer and more efficient in Taiwan.
