Summary In order to evaluate the operation performance of mass transit systems (including the bus and domestic passenger shipping companies) as well as to improve their level of service, the Ministry of Transportation and Communications (MOTC) is reviewing (The Performance Assessment Ordinance of Mass Transit) drafted by the Institute of Transportation, MOTC. In the draft ordinance , the operation performance indicators for the city bus, intercity bus, and domestic passenger shipping companies have been proposed. The purpose of this pilot study is to investigate the feasibility of these indicators in practical applications. There are five bus companies (including 3 city bus and 2 intercity bus companies) and one domestic passenger shipping company selected as testing samples in this study. According to the result of this pilot study, the feasibility of the draft ordinance is confirmed while some minor revisions would be necessary. In addition it is suggested that the  indicators  be divided into two categories: (1) required and (2) optional.  The data inputs for evaluating the mass transit service can be derived from: (1) government statistics, (2) field investigation and (3) questionnaire  survey
