Summary The Post-Kyoto framework has sketched up the main goal of “common but differentiated responsibilities”. Thus the countries all over the world would face the increasing pressure of the GHG mitigation responsibility. It is also expected that stringent measures would take place. In other words, it is critical and essential to develop an approach to establish a series of strategies responding to the Post-Kyoto period, which can act as an “ability construction” matter, as early as possible.

  In this research, the feasibility of proposed responding strategies was demonstrated and evaluated based on the experiences and cases from both international and national transport sectors. The major outcome of this research is the formulation of a suggestion to the scheme of the Post-Kyoto responding strategies.

  To respond to the Post-Kyoto framework, the Ministry of Transportation and Communications (MOTC) not only implements the action plan, but also improve the efficiency of the on-going action plans. Moreover, the transport sector should also work out several responding strategies with more innovative and positive vision to confront the responsibilities that will be generated from the Post-Kyoto framework. The result of this research could be a reference for the Institute of Transportation (IOT) not only to propose feasible responding strategies but also to support MOTC to initiate concrete action plans.
