Summary | Due to convenience and easy operation of motorcycles, many motorcyclists often violate the traffic rules to run oppositely, especially in one-way streets, and it has caused many problems of traffic safety. It can be related to either the shortcut behavior by the violators’ or the wrong design of the one-way streets. In the past, fining the violators was regarded as the only method to deal with the problems, but the essence of the problems has never been explored and the violation remains all the same. To improve the problems, this case study in Tainan, attempts to take the points of traffic safety and motorcycles characteristics to analyze why the motorcyclists need to run oppositely in the one-way streets and to explore the feasibility of installing the contraflow exclusive lane for motorcycles. According to the results of the survey, a large part of the drivers deem it a safety problem to run oppositely, and it reveals this kind of behavior should be rationally managed. This study also recommends a pilot procedure about the installing requirements of the contraflow exclusive lane in a one-way street. These requirements should be met at the same time, including the net road width should be over 6M, the L.O.S in the intersection and approach should be over degree C in the rush hour, the multiplying of volume for both direction should be over 50,000 and the rate of volume in the opposite direction should be over 15%, and the annual frequencies of accident should be over 5 times. |
