Summary This study reviewed the selection mechanisms for public works and clarified the implementation procedures for domestic railway projects. It is suggested that railway projects undergo a two-phase review process before detailed planning. The first phase is to review whether a railway project idea satisfies the basic requirements. Projects crossing the thresholds are then evaluated and sorted by their ratings in policy, importance, assistance, urgency, reasonableness, and development benefit. If a project idea is finally selected, research fund will be awarded to the project for feasibility study. At the second phase, only those projects whose feasibly study reports are approved by Executive Yuan are under review. In addition to the six criteria in the first phase, additional concerns such as the economic feasibility, engineering feasibility, environmental feasibly, and other financial benefit are also considered. Projects that are selected will get funding for detailed planning.

  This study recommends that the staff in the Ministry of Transportation and Communications should follow the schedule of Executive Yuan’s “Preliminary Working Plan” to make suggestions for projects selection twice a year. The first-time selection is performed in March to provide suggestions to the Ministry of Transportation and Communications for budgeting purpose. After Executive Yuan and Legislative Yuan authorize the budget for the coming year, the second-time evaluation is carried out to provide recommendations to the Ministry of Transportation and Communications for allocating budgets and awarding funds to railway projects, including feasibility studies, detailed planning, and other non-engineering projects.
