Summary In order to mitigate inter-city and urban traffic congestion and boost public transportation system usage, the governmental transportation sector has been actively promoting the development of the railway system over a long period of time. Due to its long construction period and concerns regarding sustainability, the development of railway systems in Taiwan has been slower than ideal.

  Through literature review and growth trend analysis of integrated railway system, this project proposed that railway system should play important roles in facilitating a round-the-island inter-city transportation system, connecting international harbors and air ports with major cities and providing seamless transportation services in metropolitan areas.

  It is anticipated that, with the aforementioned functionalities fully in place, the rail transportation systems in Taiwan should be able to achieve the following goals: (1) to become travelers’ first choice among various modes of transportation through the provision of superior transportation services, (2) to become the backbone of a seamless transportation network, (3) to integrate rail transportation corridors with urban and rural area development plans and thus foster the formation of a better living environment, and (4) to serve as a foundation for developing a sustainable transportation system.

  According to the aforementioned items, this project regarded meeting passengers’ expectations, improving the integrated development of land use and transportation sectors and managing the transportation system as planning concepts. It also expected that the railway system can be the first choice for passengers, the key element in developing seamless transportation and shaping the built environment as well as a sustainable transportation system through the following policy initiatives: 1. providing safe, reliable and efficient railway services, 2. developing seamless railway transportation, 3. reinforcing inter-city and metropolitan railway services, 4. laying a strong groundwork for metropolitan area rail services, 5. promoting Green Transportation, 6. reforming its institutional environment.
