Summary With the construction of highway network in Taiwan, the functionality of the total highway network is also more integrated. If the system can offer more sufficient travel time information to road users, it can enhance the prediction accuracy of transportation demand and effective use of highway systems, and then improve transportation efficiency.  This project is the third-year project of the entire four-year research. It mainly extends the first-year and second-year projects: the example of freeway and preliminary results of travel time modeling. The freeway and provincial highways are regarded as the research scope. It establishes the static and dynamic travel time estimation models, and finishes the information display system. The main achievement of this study are summarized in the following:

Static travel time estimation model: Using the BPR function and the field survey data of highway to establish the parameters of every provincial highway in the BPR function form.
Installation suggestion for VD (Vehicle Detector) on provincial highway: This study has developed an analytical model about installing density and quantity of VDs.
Dynamic travel time estimation model: The model is based on grey theory. It utilizes the data collected from vehicle detectors in order to estimate real time information of freeway. In the meantime, this study establishes the relationship between dynamic travel time and climate factor by using the grey theory.
Travel time information display system: An information display system has been developed by using MapGuide, so that it offers the users with a function to inquire travel time information.
