Summary | According to the concepts of Transit-oriented Development (TOD) and Green Transportation and Country development policy, Light Rail Transit (LRT) and Bus Rapid Transit (BRT) should be built and operated soon in our country. Light Rail Transit (LRT) and Bus Rapid Transit (BRT) both are designed in type-C Rights of Way (ROW). These two new transportation systems cause many conflicts with pedestrians and vehicles in traffic. Therefore, this study focuses on re-defining and regulating these conflicts between LRT/BRT, pedestrians, and vehicles in traffic. Besides, the research team propose some draft plan for traffic management regulations and laws to regulate these conflicts. For improving LRT/BRT operating in traffic, this study summarizes the related laws, the system characteristics of LRT/BRT by reviewing the references from America, Germany, and Japan. There are some crucial points in this study. Firstly, LRT and BRT vehicle patterns, such as joint buses and low-floor chassis buses, are considered in the traffic laws. Secondly, the exclusive lane, way, and pedestrian area are also defined as transit road, for keeping pedestrians walking safety. Thirdly, pedestrians have new rights and duties such caution, watching, and comity to LRT/BRT on the roads and intersections. In a word, LRT/BRT are defined and managed in the new traffic law system which we built by normalizing transit precedent. The goal of the study is to build a traffic law system of LRT/BRT for making them operating safer and more efficient in urban areas of our country. Finally, this study provides three law protocols, related to LRT/BRT, for reference of decision making. |
