Summary | Published in February 2004 IOT SERIAL No. 93-15-291, 460 pp. Taiwan is a subtropical island and located at the Pacific Ocean Rim, where typhoons and earthquakes occur frequently. The high tide and the huge wave induced by typhoons during the summer and autumn as well as the strong ground motion induced by earthquakes always cause a lot of damages on harbor facilities and greatly affect their operation safety. The material degrading, fatigue and forced deformation of the whole structure are not easy to observe before damages are detected. Therefore, as soon as people discover it, serious structure damage on the seashore harbors will have already occurred. It is always a tougher job to repair or to rebuild the damaged components of the harbor facilities when the damaged occurs than to have a good maintenance plan and routine inspection enforced regularly in advance. As a result, a good maintenance plan helps to find the gradual damages and minor problems, prevent serious damages and losses in a place with harsh environment like Taiwan. This project aims to study the function and strategies of damage prevention and to find out the enforcement method for harbor facilities’ maintenance and management. It focuses on the systematic maintenance and management on the facilities. Maintenance work includes the investigation and assessment of harbor structures, classifying the levels of the material degrading, damage repairing and data storage. After analyzing the structure failure models, selecting the investigation items and frequencies, as well as grading the damage levels, a proper investigation table sheet for different harbor structure damage was first constructed to table the items of maintenance and management. Then, different ways of storing the data of investigation, assessment and repair works were explored. Maintenance and management were also computerized data bank and an information management system. Then, finally the rule of harbor structure’s maintenance and management was proposed to systematize maintenance and management. The investigation and assessment tables for the maintenance and management of harbor structures were made consequently. The standard procedure and manual draft as well as the computer operation system for data information have been presented, too. The outcomes of this study may serve as a reference for the enhancement of harbor facilities efficiency and the harbor operation safety for the Department of Transportation and harbor bureau. |
